Fluency is reading rate + prosody (the appropriate use of phrase and expression to convey meaning).  Fluency is important because when you are fluent, you aren’t forced to focus on the words, but rather you can focus on the story.  When students are not fluent, they spend much of their reading energy on figuring out the words rather than the story.
